El proyecto de energia nuclear para submarinos brasileno estuvo en la practica paralizado durante el 2003-2007. En el 2007, el proyecto resucito despues de una visita de Lula al centro de investigacion. Esto coincide con la decision del estado brasilero de no firmar el Protocolo Adicional en el 2008.
El PWR prototipo (LABGENE) esta en construccion en Sao Paulo. El sistema de propulsion de submarinos nucleares brasilero sera con turbinas a vapor (a diferencia de los PWR franceses y chinos que utilizan sistemas de propulsion electricos).
La potencia generada sera de 48 MW, similar a la generada por los PWR franceses de 48 y 50 MW (clases Rubis y Barracuda).
Todavia no hay informacion oficial sobre el numero de recargas de combustible nuclear durante el periodo de vida del PWR brasilero. PWRs modernos no requieren recargas hasta el final de la vida operativa del submarino.

This situation reached its worst point in 2003–2007, when the program became truly vegetative. During this period, the Brazilian navy provided the minimum amount of funding needed to ensure the program’s survival, in the hope that someday the government would prioritize it again.
The third phase of the program, the institutionalization phase, began in 2007 when, after a visit to the program, President Luiz Inácio Lula da Silva decided to commit the funds needed to complete the uranium-enrichment project allowing the production of fuel on an industrial scale, currently in progress, and to accelerate the development of the nuclear-powered submarine.

The 2008 National Defense Strategy (NDS) states that Brazil will not sign any additions to the NPT, including the Additional Protocol, until the nuclear weapon states have made progress towards nuclear disarmament.

During the initial integration tests of LABGENE’s turbines, Admiral Eduardo Bacellar Leal Ferreira, MB commander, highlighted the importance of the laboratory as a prototype for the future nuclear submarine’s propulsion system. “As we improve the nuclear fuel process in the Brazilian industry, we will meet the needs of the naval force and society,” he said.
According to MCTIC’s Communication Center, LABGENE will host the naval system tests for steam propulsion. “The Brazilian nuclear submarine is strategically important to the defense of Brazilian territory. In addition, the construction process benefits from the Navy’s proficiency in nuclear fuel cycle and reactor construction technology,” MCTIC’s Communication Center indicated.
